Three frameworks now shape how heat networks operate. Ofgem regulation is the live one — the Heat Networks (Market Framework) Regulations 2025 came into force on 27 January 2026. Consumer protection obligations have applied since that date. Quarterly performance data collection began in April 2026, with the first submission due 15 July 2026. HNTAS sets the technical performance standards and is expected to come into force in 2027. HNES is a funding programme running to 2028 that supports performance improvement work.
The registration deadline is 26 January 2027. Every in-scope operator must register each network with Ofgem through the Heat Networks Digital Service by that date. The registration service opened in April 2026. Registration requires documentary evidence of consumer protection arrangements, financial resilience and supply continuity.
